Without going into complex colour theory, colours can be divided in warm colours and cool colours. Colours also come in different tones, dark and light tones. Yellow is light coloured but purple is dark. So when dressing up, a shirt for example has to be considered in relation with the jeans, the skin tone the hair tone etc.

Good Fashion

Well it is not so easy to define what is good fashion as it is to identify bad design. Like when a designer piece of clothing is unwearable after one wash, or the color stains all your other clothes. But a factor of good desgn and fashion is its functionability - whether it's practical or not.
Well for Miyake's (the top) piece of apparel, it may be an awesome concept design but isn't functional in the singapore context (imagine getting into a lift, mrt, foodcourt etc ). Likewise Christian Siriano's piece (middle) isn't practical (heatstroke). As for a china man singlet, it can look hot on the right person!! So one key of good fashion is suiting the occasion and environment.

What is fashion really? Its it for the rich? Is its to be classy or to have fun? Is it even important?
